For now, let's keep this a spoiler free post.
So, I have been able to think about this for a week after I've beaten Bioshock Infinite: A great story that would make a fantastic movie or book, but only a mediocre game aside from that.
Sticking strictly with gameplay, not much has changed since Bioshock. Vigors are Plasmids, Guns act the same and essentially traps are the same as well.
The main change that a lot of people are championing, which is Elizabeth "rifting" in specific objects, seem pretty placeholder, or kind of seems like its a cheat in case you can't get through a level. Or, that you need to open something to get through. It's little more than finding a sniper rifle in a specific area.
In the end, the combat is merely just a means for another plot point.

So I'm on my second play-through of BI and I can see where your coming from with your knock against the combat. I have noticed that the shooting, although very tight, is very repetitive. Also, the game itself is so forgiving that it doesn't really reward being creative and executing the combat.
That being said, compare BI's combat to that of COD or any other AAA mainstream shooter. Infinite offers a TON of different ways to handle a combat situation between the vigors, melee, and different weapons.
Obviously, the story is the reason that this game is a must play, but I definitely don't think that the combat hampers the experience at all. It just isn't on par with the truly amazing story and setting of the game.
Name me a shooter with better combat and I'll redact my opinion. I honestly can't think of any!
